    The detention of the executive engineer of the Irrigation Department by vigilance officials further fueled the controversy. This has also raised suspicions about a concerted effort to divert funds from other water resource projects in the state. Since similar malpractices have been detected in other projects under the Water Resources Department, most suspect that this may be symptomatic of a systemic issue.
